MOSCOW, Nov. 28 (Xinhua) -- A Meteor-M satellite launched with a Soyuz-2.1b carrier rocket from Russia's Vostochny cosmodrome failed to reach the target orbit, the Russian State Space Corporation Roscosmos said Tuesday.
