Rwandan minister accuses Human Rights Watch of "recycling baseless allegations"

KIGALI, Oct. 11 (Xinhua) -- The Rwandan justice minister on Wednesday accused Human Rights Watch of "recycling old baseless allegations for which they have no credible evidence."

Justice Minister Johnston Busingye was responding to a Human Rights Watch report that said Rwanda's military routinely detained and tortured detainees with beatings, asphyxiations, mock executions, and electric shocks.

The report, released Tuesday, said there were unlawful detention in military camps and widespread and systematic torture by the military.

"Human Rights Watch is recycling old baseless allegations, for which they have no credible evidence, in a continuation of its entrenched, vindictive agenda against Rwanda," Busingye said in a tweet.

Busingye said Rwanda is party to and observes the United Nations Convention against Torture.
