China's top procuratorate to operate according to new rules

BEIJING, Sept. 25 (Xinhua) -- China's Supreme People's Procuratorate (SPP) said Monday that it would handle cases according to a new set of rules from Oct. 1.

The new rules say that two organizational systems will be used in SPP cases: a sole prosecutor system, and a prosecutors' panel. The two systems will vary according to the difficulty and type of case.

To strengthen judicial supervision, prosecutors' panels can be either fixed or temporary. Prosecutors' panels will be led by a "director prosecutor." The rules specify how to choose the "director prosecutor."

The categories of case suitable for each system are specified in the rules.

The sole prosecutor and director prosecutor can make decisions or provide suggestions within their responsibility when dealing with cases, the rules state.
