HANOI, May 17 (Xinhua) -- A second dialogue between Vietnamese Prime Minister Nguyen Xuan Phuc and local enterprises opened here Wednesday, drawing participating of nearly 10,000 delegates.

Under the theme "Companion to businesses," the conference is attended by some 1,500 representatives from private sector, 200 from foreign-invested sector, 100 from the state-owned sector, while leaders of 63 national provinces, cities and business representatives are joining the teleconference in their respective localities, bringing the total number of delegates to some 10,000.

Speaking at the opening ceremony, Phuc said there are many things that need to be done to remove hurdles of the development of local enterprises.

Phuc expected delegates to make frank, sincere and constructive contributions as well as propose practical measures in administrative reforms to create the most favorable conditions for enterprises, so that they can increase competitiveness and enjoy sustainable development.

According to a report by Vietnam's Ministry of Planning and Investment, after the first dialogue between the Vietnamese prime minister and local businesses in April 2016, as many as 24 conditional business lines were cut down; many procedures and certificates were removed while e-government models have been implemented in taxation, customs, and firm registration, helping facilitating operation of the business community.

However, Vu Tien Loc, chairman of Vietnam's Chamber of Commerce and Industry, said local companies maintain in difficult situations.

In the first several months of 2017, the number of companies halting operation and dissolving accounted for half of the newly established ones, mainly due to barriers in the business environment, said Loc.

After the dialogue ends later in the day, the Vietnamese prime minister and deputy prime ministers will meet with local ministries and sectors to review and handle the recommendations of the businesses.
