Six key areas
He Qimao, director of the joint training bureau of the PLA Headquarters of General Staff, said joint training and exercises were organized by the relevant departments at the headquarters, military area commands and services. He said the joint training and exercises should highlight six key elements:
Operational requirements. The organization of training, exercise content and the establishment of joint command must be strictly decided and based on specific combat missions, battle plans and designated command forces.
Command requirements. The command team leader or chief directors of joint training and exercise should be senior leaders of the major participating forces who can better mobilize training resources and enhance authority in assessing the performance.
Combat system building. Exercises should mobilize all arms of the military, strategic and support forces, militia reserves as well as police and local support in building an all-element and comprehensive joint combat system.
Detailed planning. The exercises should make detailed plans for processes of the joint exercises in order to achieve all targets in each part of the training that is crucial to the combat system.
Warfare innovation. Special trials and targeted training will be carried out to address challenges and difficulties facing joint combat in order to improve methods for operations, coordination and capacity building.
Joint command systems. Analyses of combat situations, recognition of senior leaders’ intentions, combat decisions and contingency response should all be based on the joint command information system throughout the entire exercise.
“Compared to last year, this year’s exercises had a greater emphasis on strategic early warning, intelligence reconnaissance, command control, electromagnetic control, meteorological support, and comprehensive logistics and equipment support. The exercises also enhanced the capabilities of new combat forces as well as strategic and battle reserve forces in combat,” He Qimao said.
