Chief non-commissioned officer debut in PLA

    On Nov. 21, 2013, the brigade’s 36 chief NCOs took up their posts after completing training, and took charge of training and management at battalion and company levels. 

    Despite clear job descriptions, many chief NCOs see obstacles in their daily work, such as the lack of administrative authority. Some complain they are more like secretaries passing on the instructions of battalion commanders. Chief NCO Lang Fenglin, of the artillery company of the No. 3 Battalion, says when he offered to help a less experienced company chief as was his duty, he was cold-shouldered and embarrassed. The brigade command regarded these obstacles as understandable teething troubles of implementing a new system.

    To remedy the situation, commanders held a special meeting to stress the significance of chief NCOs in army building, making clear the post can be a lifetime career and is a pillar of the army, and encouraging everybody to learn from them.

    “Chief NCOs enjoy due benefits and respect. Battalion and company chiefs should trustingly delegate power to them and allow them to unleash their potential as assistants,” said Deputy Brigade Commander Bai Tiejun.

    Chief NCO Liu Xiaohua, of the 8th Company of No. 3 Battalion, says he used to only echo the decisions of battalion commanders when it came to issues key of troop development. But during the latest selection of outstanding personnel, he voted against the practice of keeping the award as a privilege reserved for soldiers about to retire. He explained the significance of giving credit to the best soldiers. His advice was accepted by the command. 

    To advance the trial, brigade commanders have used different occasions to stress the significance and role of chief NCOs. Brigade Commander Feng Zhongguo says a culture has been created to inspire all soldiers to become chief NCOs, and all cadres to become generals. The enthusiasm and morale of chief NCOs have been elevated while the troops are increasingly aware of their value. It is time to quicken the reform.

    “Opportunities and challenges always coexist,” says Chief NCO Meng Xiangshi. “As the first batch of chief NCOs of the PLA, we will make our best efforts to accomplish our tasks and shape a good image for the new post.”
