    What do chief non-commissioned officers do?

    At present, the basic job is to assist officers, act as a spokesman for soldiers, a chief trainer in basic training and as an administrator for grassroots troops.

    In the U.S., each military force has a general chief non-commissioned officer, responsible for representing troops and reporting their opinions to senior officers to help them make informed decisions and to plan appropriately.

    The PLA used to have non-professional junior NCOs who were mainly in charge of training. Senior NCOs with long service mainly served in high-tech units on work such as missile and radar maintenance. The establishment of a chief non-commissioned officer system will largely improve the status of NCOs in administration. Their tasks include assisting military officers, training soldiers and front-line combat, rather than covering technical problems as they once did.

    The establishment of chief non-commissioned officers will relieve officers from trivial affairs to focus more on improving their command, skills and abilities. According to the training department of a brigade of the 39th Army, officers assisted by chief non-commissioned officers have 34 percent more time for training. In the same assessment, the A and B grades achieved by military officers were six percent up.

    The chief non-commissioned officer system will provide promotional channels for NCOs. They are able to have more ways to develop themselves and no longer confined to driving or launching posts. They can become right-hand staff to officers at all levels to help with administrative affairs as well as education and organization of the troops. They can become the new backbone to build the grassroots military forces.
