According to the KCNA, the resolution said the present reality calls for revising the party rules so that the WPK may be strengthened in every way and its leadership role further increased.

The duties of a party member and the contents of the work of party organizations at different levels are comprehensively revised and supplemented. New chapters of "The Party and the People's Power" and "The Party Logo and Flag of Party" are added to the party rules.

The need to strengthen the party's leadership over the people's power and the youth league and enhance the role of party organizations in the Korean People's Army is supplemented to the rules to meet the above-said requirement.

The WPK Charter was last revised in 1980.
