"Threats of xenophobic attacks in the aftermath of the 2010 FIFA Soccer World Cup prompted the emergency services subcommittee of the National Civil Protection Committee to come up with a preparedness plan to respond to probable mass migration from South Africa," she said.
"Under the leadership of the Labor and Social Services Ministry, a separate contingency plan has been developed which focuses on the reunification support of all repatriated and intercepted unaccompanied minors."
Makone said with the assistance of non-governmental organizations and other government departments, the committee would register returnees upon entering the country and they will receive transport, food and medical supplies.
She said a plan had also been put in place to deal with foreigners who might seek refuge in Zimbabwe.
Besides Zimbabweans, other nationals from the sub region were also expected to take refuge in the country, she said.
