"The president is deeply saddened by the loss of life resulting from these deplorable and cowardly attacks, and sends his condolences to the people of Uganda and the loved ones of those who have been killed or injured," National Security Council spokesman Mike Hammer said in a statement.
A senior Ugandan police official put the death toll of the blasts at 64 - 49 from the rugby club and 15 at the Ethiopian restaurant. However, it could not be comfirmed yet.
The Ugandan authorities had not ruled out the possibility of terrorist attacks. The Somali militia warned that it would launch attacks targeting civilians in Uganda, which had sent peacekeeping troops to the war-battered Somalia.
But Uganda army spokesman Felix Kulayigye said it was still too early to know whether Somali militia were behind the bomb attacks as security forces just started the investigation at the scene.
