If the AU does not back the idea, it could still gain traction in sideline conversations among IGAD members, he said.

UN chief names new envoy for Somalia
UNITED NATIONS, June 9 (Xinhua) -- UN Secretary-General Ban Ki-moon has appointed Augustine Mahiga, Tanzania's Ambassador to the United Nations, to serve as his top envoy for Somalia, which is in the midst of one of the worst humanitarian and political crises in the world, according to a news release issued here Wednesday.
