BEIJING, April 10 (Xinhua) -- A total of 491,671 people in Beijing had applied for the monthly lottery of 17,600 license plates for April, which means only one out of 28 will turn out to be winners.

Among the applicants, 111,728 were new lottery participants registered from March 9 to April 8, and the others were those who failed to receive a plate in previous lotteries, according to the Beijing municipal transport commission.

Applicants who failed in previous lotteries were automatically added to the lottery pool for the next month. In the past three months, the average monthly increase of car license applicants was around 120,000.

In this sense, the applicants find it harder and harder to win a license. The chances of winning a license were one in 11 in January, one in 17 in February, and one out of 23 in March.

Beijing introduced the lottery in January this year to limit the number of cars, with the ultimate goal of alleviating the capital city's chronic traffic jams.
