China's coal consumption is likely to drop to 63 percent of total energy consumption by 2015, down from 70 percent last year, he added.
He also said a proposal to spend about 5 trillion yuan (about 738 billion U.S. dollars) in the next decade developing cleaner sources of energy to reduce emissions from burning oil and coal would be submitted to the State Council, or Cabinet, for approval.
Luo said China's energy consumption has become an international issue and the Chinese government should make strategic considerations based upon this.
