UNITED NATIONS, Aug. 1 (Xinhua) -- The Democratic People's Republic of Korea (DPRK) on Friday described the joint military exercises by South Korea and the United States as "the root cause" of growing tension on the Korean Peninsula.
"The U.S. and South Korea joint military exercise is the root cause of the aggravation of tension on the Korean Peninsula and as long as it is not removed the peace and security of the Korean Peninsula cannot be guaranteed no matter how long it goes," Ri Tong Il, the deputy permanent representative of the DPRK to the United Nations, said at a press conference here.
"Last July 21 the DPRK presented a formal request to the (UN) Security Council to open an emergency meeting with regard to these exercises," he said, adding if the panel "is genuinely serious about the peace and security of the Korean Peninsula .. (it) should put in the agenda this question of joint military exercises .. and discuss the matter very seriously."
"So far, there's no reply from the president," Ri told reporters. "Maybe it is a silent presidia. I don't think it is a silent presidia. They are disregarding, simply, ignoring simply."
He said it was an indication of the working methods of the UN body charged with international peace and security, "which is a command concern of the UN member states," an apparent reference to long sought reform of the council.
"As long as the UN Security Council continues to disregard and turn away from this formal request .. (the) DPRK will go alone on the path of its own choice," said the Pyongyang envoy.
While the U.S. "is continuing nuclear blackmail against the DPRK," his country would strengthen its nuclear deterrent capability at a faster rate, he said, blaming the U.S. for bringing nuclear weapon-carrying ships and aircraft to South Korea.
"This is a historical lesson," Ri said. "The DPRK consistently has been warning the U.S. and South Korea to stop immediately all this dangerous joint military exercises because they are increasing only the danger of war, threatening peace and security on the peninsula."
Every time Pyongyang offered "generous measures" on its own, South Korea and the U.S. responded by "opening provocative joint military exercises together, disregarding the sincerity and generosity of the DPRK," he said.
"All these facts clearly indicate the U.S. is misbehaving militarily in order to undermine dialogue, easing of tensions and a North-South relationship improvement environment," the envoy said.
