MOSCOW, April 22 (Xinhua) -- The five Caspian countries are responsible for security in the Caspian Sea and favor peaceful development in the region, Russian Foreign Minister Sergei Lavrov said Tuesday.
"We made it clear: responsibility for the state of affairs in the Caspian region lays on the five Caspian countries," Lavrov told reporters following his meeting with foreign ministers of Iran, Azerbaijan, Turkmenistan, Kazakhstan here.
The Russian diplomat noted that the principal applies to all issues, including security, and non-regional powers must obey the rules set by the Caspian five.
Among these principals Lavrov mentioned water surface and sea bottom delimitation, rules governing natural resources development, parameters for waste disposal in the water area, fisheries.
According to Lavrov, the diplomats have coordinated a number of those principles during Tuesday's meeting. "We set the task to work out parameters for waste disposal in the water area, on security," he said.
"In recent years we've succeeded in creating a contractual and legal groundwork and solving all problems on an equal basis and account of the interests of each other," he said.
The five countries look forward to holding their fourth summit scheduled in fall in the Russian city of Astrakhan, where they plan to agree the key principles of the Convention describing Caspian Sea's legal status.
