The call was made at the end of the 21st Annual Meeting of the APPF in Russia's Far Eastern city of Vladivostok which adopted 14 resolutions and a joint communique.
As global economic and strategic weight shifts to the Asia-pacific, a new system of inter-governmental relations is favored to ensure regional stability and prosperity, according to the communique.
The forum backs efforts to strengthen the multilateral diplomacy by promoting interaction among parliaments and among regional organization, it said.
The document also said delegates also discussed a proposal to form a regional collective security system to combat terrorism, drug and human trafficking, and organized crime.
It also urged member states to prioritize the reinforcement of the security framework to foster peace and security.
Besides plenary sessions, a meeting of young parliamentarians and a round table meeting involving APPF members, observers and international organizations were also held during the forum.
Valentina Matvienko, chairwoman of the annual meeting and head of Russia's upper parliamentary chamber, spoke highly of the achievement made by the forum.
Calling the meeting a milestone in the APPF history, Matvienko said the efficient cooperation and interaction between legislative bodies in the region should continue.
The meeting is the first major international gathering following the successful Asia-Pacific Economic Cooperation (APEC) summit that was held in Vladivostok last September.

China's top legislator Wu Bangguo, who led the Chinese delegation in the forum, called for closer inter-parliamentary cooperation in the Asia-Pacific region and expounded on China's domestic and foreign policy in his keynote speech during the first plenary session of the meeting.
Established in Tokyo in 1993, the forum aims to promote greater cooperation among legislative bodies in the Asia-Pacific region.
