President U Thein Sein re-elected as Myanmar's ruling party leader

NAY PYI TAW, Oct. 16 (Xinhua) -- President U Thein Sein, who is also Chairman of Myanmar's ruling Union Solidarity and Development Party (USDP), was re-elected as the party's chairman at the party' s first conference which continued in Nay Pyi Taw on Tuesday as the third day of the conference.

The new party leadership, re-elected from the reorganized 44- member Central Executive Committee from among 300 members of the Central Committee, includes U Shwe Mann, Thura U Aye Myint and U Htay Oo as three vice chairmen, U Maung Maung Thein as general secretary, U Thein Zaw as joint general secretary and U Khin Aung Myint, U Thein Swe and Thura U Aung Ko as three secretaries.

According to the party sources, U Shwe Mann, who was retained as vice chairman, will undertake the joint responsibility of the chairman for the chairman is also undertaking the state duty as president.

Quitting his military title of general, U Thein Sein formed the USDP in April 2010 to run the November 2010 multi-party general election, in which he was elected as representative to the House of Representatives (Lower House).

He became the President in February 2011 in the presidential run after the general election. The terms of office of the president are five years according to the state constitution.

Thura U Aye Myint is now chairman of the Sports, Culture and Public Relations Development Committee of the House of Representatives (Lower House), while U Shwe Mann also holds the post of speaker of the Lower House, U Htay Oo was formerly USDP general secretary and U Maung Maung Thein is now chairman of the Economic and Commercial Development Committee of the Lower House.

USDP, once claimed as having a membership of over 16 million, was transformed from the former military-backed biggest social organization, the Union Solidarity and Development Association ( USDA) which was first established in May 1993 with some then government leaders being members of the central panel.

In the 2010 November general election contested by 37 political parties with the absence of the opposition National League for Democracy (NLD), the USDP won the majority of 883 parliamentary seats (76.5 percent) out of a total of 1,154 at three levels, in which 259 seats with the house of representatives, 129 seats with the house of nationalities and 495 seats with region or state parliament.

In addition, 25 percent of parliamentary seats at each level are held by directly-nominated military representatives without going through election according to the 2008 constitution.

In the 2012 April by-elections, the USDP gained only one seat with the House of Nationalities out of 45 open parliamentary seats, while the Aung San Suu Kyi-led NLD swept 43.

The USDP party conference began in the capital on Sunday, a move seen as reorganizing the party set-up in preparation for 2015 general election under the new leadership.
