BEIJING, Oct. 30 (Xinhuanet) -- A key policy meeting for China has concluded today in Beijing. For four days, at the 5th Plenary Session of the 18th CPC Central Committee, China's top policy makers determined the direction of China's development from 2016 to 2020.
According to the communique from the plenary session, the 13th five year plan centres on a economic development roadmap, with key issues on transforming China's economic developing mode, deepening reform, and promoting the rule of law. There are also plans to improve living standards.
The plenary session sets new goals for economic and social development, including maintaining economic growth at mid-to-high speed. The plan aims to double China's GDP and per capita income by 2020 from the figures of 2010. It aims to improve the balance, inclusiveness and sustainability of development.
Innovation will be a high priority in boosting economic development as much of Chinese industry is slated to be upgraded. New development engines will be nurtured as entrepreneurship is promoted and encouraged in an effort to produce new technologies, new industries and new business models. China also plans to develop several economic belts and key economic development areas. The "Internet-plus" strategy will be implemented, and the concept of a shared economy will be promoted.
Consumption is to contribute more to economic growth, with more people living in urban areas. The plan also aims to reduce poverty in rural areas. Married couples will be allowed to have a second child.
The eco-environment is supposed to improve by adopting green development strategies. China also plans to be more integrated into the global economy. It will promote the "One Belt and One Road" initiative and more win-win, pragmatic cooperation.
The 13th Five Year plan is the last such plan before the Communist Party of China's centenary goal of building an all-round, moderately well-off society by 2020.
