BEIJING, Oct. 26 (Xinhuanet) -- The Communist Party of China’s 18th Central Committee is starting its four-day policy-setting conference today. Hundreds of Party leaders are gathering in a hotel here in the capital. This is their fifth session, which is held typically in the third year of the Central Committee's five-year term. The current term began in November 2012.
At the top of the agenda this year is reviewing a draft of the country’s 13th five-year plan, a blueprint that maps the government's main economic and development initiatives for the period from 2016 to 2020.
The five year plan will be the first to be produced under President Xi Jinping's leadership, and growth, rebalancing, upgrading, liberalization and the environment are expected to be among the overriding themes as the country tries to achieve a development pattern of 'higher quality, efficiency, equality and sustainability.
