BEIJING, Sept. 30 (Xinhuanet) -- The Russian parliament has granted President Vladimir Putin the right to deploy the country's military in Syria. A top Kremlin aide says the move only relates to the air force and does NOT mean that Russian ground forces will be engaged in the conflict.
The vote by Russia's upper house is a technical requirement under Russian law. It comes after Putin formally requested permission to deploy troops abroad.
Russia has been building up its military presence in Syria, where it supports the government forces of President Bashar al-Assad. On Monday, Putin addressed the UN General Assembly in New York. He called for a broad UN-backed coalition to fight Islamic State militants in Syria.
