Top legislature in China reviews amnesty deal

BEIJING, Aug. 25 (Xinhuanet) -- The Standing Committee of the National People's Congress has also begun to review a draft for offering official pardon to some prisoners, who began serving their sentences before January 1st this year. The move comes as China marks 70 years since the end of World War Two. The draft lists four categories of prisoners to be granted amnesty.

These are: 1) those who fought in China's war of resistance against Japanese aggression from 1937 to 1945 and the civil war against the Kuomintang army from 1945 to 1949.

2) those who participated in wars to safeguard national sovereignty, security and territorial integrity after the founding of the People's Republic of China in 1949.

3) Those who are aged 75 or above, and those with physical disabilities and are unable to care for themselves.

And 4) Those who committed crimes while under the age of 18 and received a maximum sentence of three years in prison, or those whose residue prison term is less than one year. However, those convicted of grave crimes including homicide, rape, terrorism or drug-related offenses will not qualify for the amnesty.
