BEIJING, March 9 (Xinhuanet) -- China's political season is underway, with "Lianghui" or the two sessions, entering their second week. 5 officials from the Legislative Affairs Commission of the National People's Congress Standing Committee has briefed the media on the legislative work of the NPC and the amendment to the Legislation Law.
The Legislation Law, enacted in the year 2000, has been tabled for revisions twice--- in August and December 2014.
The role of the Legislation Law is to produce "good laws".
Take Taxation for example. Of China's 18 existing items of taxation, only 3 are currently provided by legislation, while others are based on regulations or "provisional rules.".
In 2013, the CPC Central Committee required that the principle of statutory taxation must be further realized.
Deliberation of the Legislation Law at the NPC session is supporting the principle with concrete moves.
Apart from taxation, other administrative rules that have sway on people's daily lives are also expected to be regulated by laws following the revision of the Legislation Law.
As China's reforms navigate uncharted water, legislation has become a tool to clear obstacles and lay the foundation for further reforms.
"The Draft Revision of the Legislation Law stipulates that tax can only be levied or canceled through the law, and the basic system of taxation can only be decided by the law. And clauses regarding this issue are placed after the people's political rights and personal rights. It shows the change of China's legislation concepts and our determination in protecting people's property rights," said Zheng Shu'na, vice chairman of Legislative Affairs Commission, NPC Standing CTTEE.
"We have been improving our efforts in anti-corruption. We have revised the benchmark for corruption offenses, and will take into consideration both the volume and circumstances of the offenses. We restricted conditions on leniency of crime of offering bribes," said Wang Aili, director-general of Criminal Law Office, Legislative Affairs Commission, NPC Standing CTTEE.
