Legislation Law revision to ensure statutory taxation

BEIJING, March 9 (Xinhuanet) -- At the press conference, Zheng Shuna, vice chairwoman of the Legislative Affairs commission of the NPC standing committee, explained to the media what the latest efforts to revise the Legislation Law mean for ensuring statutory taxation.

"The Draft Revision of the Legislation Law stipulates that tax can only be levied or cancelled through the law, and the basic system of taxation can only be decided by the law. And clauses regarding this issue are placed after the people's political rights and personal rights. It shows the change of China's legislation concepts and our determination in protecting people's property rights," said Zhang Shu'na, vice chairwoman of Legislative Affairs Commission of NPC Standing Committee.

Zheng said statutory taxation, which is stipulated in both China's constitution and the current Legislation Law, is a core public interest. But it's buried in a provision together with other regulations, such as fiscal, tariff and financial systems. Zheng said singling out the principle of statutory taxation would reinforce its importance, and help improve its implementation.
