BEIJING, Oct. 23 (Xinhuanet) -- The fourth plenary session of the 18th Communist Party of China’s Central Committee has concluded in Beijing today.

The session was devoted to the central theme of "rule of law" for the first time in the Party meeting’s history.

The meeting deliberated on a draft decision of the CPC Central Committee on "major issues concerning comprehensively advancing the rule of law".

The key session produced a communique today, informing the major achievements of the four-day discussion.

The communique says China will promote the rule of law in an all-rounded manner, with the aim to establish a legal system with Chinese characteristics and to build a socialist country under the rule of law.

China will aim to form a comprehensive law and regulation system, an effective law implementation system, a rigorous law supervision system, and a powerful legal guarantee system.

The fourth plenary session also discussed how to improve the socialist legal system with Chinese characteristics, based on the constitution as the core and to enforce the implementation of it.

The communique also stresses to put work on the legislation as a priority, with scientific and democratic methods used.

The session also reviewed the investigation reports from the CPC’s Central Disciplinary Commission on the corruption accusations of several high-level officials. Meanwhile, an announcement on personnel reshuffle is also in the communique, with four new members included in the central committee.
