BEIJING, Oct. 20 (Xinhuanet) -- A key meeting of the 18th Communist Party of China’s Central Committee has just started in Beijing.
It’s the committee’s fourth plenary session, which is slated from Monday to Thursday. This will be the first time a party plenum has made the rule of law its central theme. The plenum is set to discuss speeding up governance by law and greater social justice. The meeting will deliberate on a draft decision on "major issues concerning comprehensively advancing the rule of law."
China’s leaders have pledged to build an "all-round well-off society" by 2020. This includes ensuring "independence and fairness in courts" and making "the judicial system more transparent." These two goals were emphasized in a decision on comprehensively deepening reforms, adopted after the previous plenary session in November last year.
