BEIJING, Oct. 20 (Xinhuanet) -- A key meeting of the 18th Communist Party of China's Central Committee has just started in Beijing. It's the committee's fourth plenary session, and of special focus this round is the rule of law.
Under this theme, the plenum is set to discuss speeding up the construction of governance by law and greater social justice. An earlier statement issued by the CPC Central Committee said rule of law is "a must" if the country wants to build up social fairness and carry out comprehensive reforms.
China’s leaders have pledged to build an "all-round well-off society" by 2020. This includes ensuring "independence and fairness in courts" and making "the judicial system more transparent." These two goals were emphasized in a decision on comprehensively deepening reforms, adopted after the previous plenary session in November last year.
