BEIJING, Nov. 13 (Xinhuanet) -- The reform guidelines that were just unveiled by China’s top decision makers contained a blueprint on how to address the many challenges facing China’s economy. Reforms covered finance, taxes, fiscal policy, state owned assets and improving the efficiency of the government’s role in the market.
From government restructuring to economic reforms. Xi Jinping, head of the Communist Party of China, has unveiled development guidelines for the country at the Third Plenary Session of the 18th CPC Central Committee.
Xi said the Party has worked to speed up the development of a socialist market economy, democracy, cultural development, social harmony and environmental protection.
The reform guidelines affirm the work accomplished by the Party’s political bureau since last year’s 18th CPC National Congress.
During the four-day session, the party’s highest authorities gathered to discuss plans to deepen reforms in order to build a moderately prosperous society, and a strong and democratic country, as well as realize the Chinese dream of national rejuvenation.
Specific reforms will include ending monopolistic privileges in certain industries, land distribution, finance, taxes, the fiscal system, opening-up, government administration, state-owned assets, as well as boosting innovation and green development.
The new round of reforms will serve to improve China’s market economy, transform government functions and innovate the structure of enterprises, with its core being "to properly handle the relationship between the government and the market".
The goal of the country’s next round of reforms is to construct an orderly socialist market economy with the rule of law that is dynamic, innovation-led and inclusive. Detailed plans will be revealed later. What the communique is sending is a clear message of the new leadership’s determination, without which reform cannot make headway.
