First China-ASEAN Meteorological Forum held, focusing on regional meteorological cooperation

On the occasion of the 13th China-ASEAN Expo and the China-ASEAN Business and Investment Summit, the first session of China-ASEAN Meteorological Forum co-organized by China Meteorological Administration (CMA) and the Government of Guangxi Zhuang Autonomous Region was held in Nanning, on September 11. This forum aims to share experience and discuss issues on how to build joint system for regional meteorological disasters monitoring and reduction and address climate change.

Representatives from the Government of Guangxi Zhuang Autonomous Region, National Meteorological and Hydrological Services of China, Vietnam, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and world organizations such as World Meteorological Organization (WMO), ESCAP, and Typhoon Committee attended this forum.Dr Zheng Guoguang, Administrator of CMA; Mr. Zhang Xiulong, Vice Governor of Guangxi Zhuang Autonomous Region; Mr. Chu Pham Ngoc Hien, Vice Minister of Natural Resources and Environment of Vietnam; Dr. Andi Eka Sakya Director General of Agency for Meteorology, Climatology and Geophysics (BMKG); and representatives from ASEAN countries and international organizations delivered speeches at the opening ceremony.

Dr Zheng Guoguang expresses that the Chinese government has launched the Belt and Road Initiative, characterized with the spirit of peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit. CMA hopes to use the principle of regional cooperation from the Belt and Road Initiative, to promote cooperation with relevant countries, which will support the development of meteorological services in meteorological disasters preparedness and reduction, and addressing climate change. He says that China and ASEAN countries are faced with similar meteorological disasters, such as typhoon, heavy rainfall, drought as well as the challenges of climate change. So far, China and ASEAN countries have conducted good cooperation in the fields of weather and climate monitoring, exchange of meteorological data and information, exchange of expert visits, as well as the cooperation in meteorological technologies and equipment. Dr Zheng hopes that meteorological departments of China and ASEAN countries can establish a mechanism of regional cooperation, improve regional observation, data sharing, enhance joint actions against disasters and risk management; improve forecasting capacity and research, promote cooperation in meteorological instrument calibration and standardization, enhance exchange and training of forecasters and technical staff.

Mr. Zhang Xiulong states that it is the common mission of China and AESAN countries to promote the integrated development of disaster reduction and prevention and maximize losses. This forum bears vital significance to mutual trust and win-win cooperation of China and AESAN countries in meteorology. He believes this forum will be a marvelous platform to deepen cooperation and exchanges and facilitate fruitful results. He suggests that China and ASEAN countries can reinforce joint monitoring of extreme and disastrous weather, interconnectedness in meteorological early warning information, exchanges of weather prediction technologies and personnel, and so on.

Mr. Chu Pham Ngoc Hien points out that frequent meteorological disaster posed huge challenges to sustainable socio-economic development and regional strengths should be pooled to better monitor and predict natural disasters. This forum provides a new channel for the exchanges among national meteorological and hydrological departments. He is convinced that this forum is favorable to enhance communication and cooperation.Jiao Meiyan, Deputy Administrator of CMA, gave a report titled enhancing regional cooperation to better serve regional development. This report introduced the development of meteorological cause and cooperation with ASEAN countries, and offered suggestions on future meteorological cooperation. She expressed that CMA would like to share experience, enhance operation and service capacity, and improve disaster prevention and mitigation.At the opening ceremony, representatives approved Nanning Initiative on China-ASEAN Cooperation in Meteorology. In the future, China and AESAN countries will reinforce cooperation in aspects of meteorological observation, disasters preparedness and reduction, climate service and agro-meteorological service, meteorological instrument calibration and standardization, regional meteorological training, and so on.
