Uruguay, UN present joint project to face climate change

MONTEVIDEO, Nov. 20 (Xinhua) -- The Uruguayan government and representatives of the United Nations (UN) Tuesday presented the first sub-regional planning project to address climate change for Montevideo and its metropolitan zone.

The "Territorial Climate Plan for Uruguay's Metropolitan Region" is the first climate change plan at the sub-regional level, worked out by more than 700 experts and local workers.

"This was achieved with the joint work of the institutional organizations as well as with the international cooperation," secretary of the Uruguayan Presidency Diego Canepa said.

Some actions proposed in the project are issues on habitat, biodiversity, energy, transportation and health, said the Uruguayan government during the presentation event in Montevideo.

This plan includes measures to be implemented in the areas of Montevideo, Canelones, and San Jose, where more than 1.7 million people are living, as well as other specific measures for each territory.

Uruguay's Housing, Territory and Environment Minister, Francisco Beltrame, said the metropolitan area is "where the majority of carbon dioxide emissions are produced" in the country.

"That is why efforts have to be joined and frame collective policies," Beltrame said.

Susan McDade, UN coordinator in the South American country, said the impacts of climate change "are felt locally" by people, and it is necessary to make a local plan that would help resolve the global problem.

The project is financed by cooperation funds from Basque Country, an autonomous community in Spain, Canada's Quebec province, and sponsors from the local ART development program, from the United Nations Development Program.
