Founder of refugee zone in Shanghai during WWII commemorated by people

Robert Charles Emile Jacquinot de Besange, a French who also had a Chinese name Rao Jiaju, founded a refugee zone near the Yuyuan Garden in Shanghai during the cruel battles of China's Anti-Japanese War.
