HR for BiH submits report to UN

SARAJEVO, Nov. 6 (Xinhua) -- The High Representative (HR) for Bosnia and Herzegovina Valentin Inzko presented his regular semi-annual report to United Nations Secretary-General Ban Ki-moon outlining the status of the peace implementation in BiH for the period from Apr. 21 to Oct. 21 2014.

In the 46th report, Inzko warned that during this period, there had been a lack of political progress caused by ineffectiveness at different levels of government in BiH, while the social and economic situation had been aggravated due to the catastrophic impact of floods which hit the Balkan region in May.

"Failure by the authorities to react effectively to the floods, continuing challenges to the Dayton settlement, and anti-democratic election rhetoric all raise serious concerns," the HR said. Floods caused more than 2 million euros of damage (about 2.48 million U.S. dollars) and around 80,000 people lost their homes.

The HR noted in his report that the presence of the EU military mission in BiH was vital. He stressed that there had been no progress made towards the fulfillment of five objectives and two conditions established in 2010 in order to close the Office of the High Representative (OHR), an ad hoc international institution responsible for overseeing the implementation of the peace agreement after the BiH war.

The objectives were: regulation of state and defense property, fiscal sustainability, a final solution for the status of District Brcko, and full enforcement of the rule of law. The two conditions were: signing the stabilization and association agreement, and the positive evaluation by the steering board of the Peace Implementation Committee based on the Dayton Peace Agreement.

Inzko will address the UN Security Council on Nov. 11 to brief members on the situation in BiH.
