Xi-headed refrom group outlines tasks for 2014

BEIJING, Jan. 28 (Xinhua) -- China's leading group for overall reform on Friday convened its second meeting, which decided the major tasks and focus of reform in 2014.

The meeting, presided over by Chinese president and the group's head Xi Jinping, approved a document on the key work of the group this year.

It was also attended by deputy group leaders Li Keqiang, Liu Yunshan and Zhang Gaoli, all of whom are members of the Standing Committee of the Communist Party of China (CPC) Central Committee's Political Bureau.

Xi urged central authorities to delegate the reform tasks and focus outlined in the document to specific departments and to work out a detailed list on officials responsible and a time schedule.

He stressed that the "rule of law" must be followed and highlighted through the whole reform process and that any major reforms must be legally grounded.

Noting that 2014 is a landmark year for the implementation of a reform master plan released at the Third Plenum of the 18th Central Committee of the CPC last year, the president said that implementing this plan should be a focus in pushing forward reform in 2014.

The meeting reviewed and passed a proposal on the requirement and tasks for China's legislative works, a report on the reform of economic and bio-ecological systems and a plan on deepening cultural reform.

It also approved a suggestion on overhauling the judicial system and social system.

Regarding tasks which can not be started this year, efforts should be made to create conditions and make preparations for their kick-off in due time, according to Xi.

He noted that economic reform plays a vital role in comprehensively deepening overall reform, calling for better implementation of current policies in this area.

Xi asked for strict, standardized, fair and civilized law enforcement, and quickening the building of an efficient and authoritative socialist judicial system and a scientific and efficient social management system to promote social fairness and justice.

The meeting also urged heeding the need for evaluation of social stability in order to understand people's appeals when it comes to reforms related to complicated social conflicts.

Furthermore, Xi called for a scientific system to comprehensively evaluate the effect of reform.
