BEIJING, Dec. 26 (Xinhua) -- China's Ministry of Industry and Information Technology on Friday granted the first batch of virtual licenses to 11 private enterprises to allow them to conduct certain resale telecommunication businesses.
The latest move marked a breakthrough for China to open up the monopolized telecom sector to private capital.
