New exit-entry law goes into effect in China

BEIJING, July 1 (Xinhua) -- A new law that will facilitate exit and entry for both Chinese and foreign citizens went into effect on Monday.

The new law, adopted by the top legislature on June 30, 2012, includes a new "talent introduction" visa category intended to encourage high-caliber foreign talent to live and work in China.

Ordinary visas will be granted to foreigners who enter the country to work, study, visit relatives, travel or conduct business, as well as to those who qualify for the "talent introduction" visa, according to the law.

The minimum stay for foreigners holding work certificates has been shortened to 90 days, while the period of validity for residence certificates will now range from 180 days to five years, it says.

The new law states that Chinese nationals who have lived abroad can identify themselves by showing their passports when returning to China.

It used to be difficult for overseas Chinese to return to China for work, as they do not have Chinese resident identification cards with which to identify themselves.

The law also covers issues related to the illegal employment of foreigners, saying foreigners must obtain valid identification documents when working in China.

China passed two laws concerning the exit and entry of Chinese citizens and foreigners, respectively, in 1985. The new law has created a unified exit and entry platform by combining the two laws.
