China improves people's democracy through legislation: Wu

BEIJING, March 8 (Xinhua) -- China has improved its democratic institutions and developed people's democracy through the adoption of a number of laws in the past five years, said Wu Bangguo, the country's top legislator, here Friday.

The Standing Committee of the National People's Congress (NPC) revised the Electoral Law to ensure that deputies to people's congresses are elected based on the same population ratio in both urban and rural areas, said Wu, when reviewing the work over the past five years.

The revision of the Electoral Law ensured people's congresses have an appropriate number of deputies from every ethnic group, region and sector, in order to fully embody equality between all people, regions and ethnic groups, he said when delivering the work report of the 11th NPC Standing Committee at the first session of the 12th NPC.

The Standing Committee also revised the Organic Law of Villagers' Committees, improved procedures for electing and dismissing members of villagers' committees, and enhanced democratic procedural systems, Wu said.

It also formulated guidelines on electing new people's congresses at county and township levels across the country and electing deputies to the NPC, and made a decision on legal issues concerning the election of deputies to the 12th NPC, Wu said.
