HONG KONG, Jan. 15 (Xinhua) -- Hong Kong's chief executive CY Leung said Tuesday that his maiden Policy Address to be delivered Wednesday will stipulate the blueprint for the city's future, and his government has a great determination, together with Hong Kong people, to solve deep-seated problems.
Leung told the media while the address is for 2013, it is also a policy blueprint for the next five years.
He said Hong Kong has accumulated problems, and his speech will explain the government's targets, plans and steps for the next half decade.
He said there will be inevitable difficulties during this period, but he is committed to dealing with these problems, adding that he believes unity will build a better Hong Kong.
