BEIJING, Oct. 23 (Xinhua) -- A draft amendment to China's postal law, tabled for reading on Tuesday, will legally authorize postal administrations under the provincial level to maintain supervision in line with the booming postal industry.
The draft amendment was submitted to the bi-monthly session (scheduled from Oct. 23 to 26) of the Standing Committee of the National People's Congress (NPC), the country's top legislature.
The current postal law, previously amended in 2009, provides a two-tier postal system featuring administration at both the State Council and provincial levels.
However, the rapid development of the postal industry has made it imperative to implement postal administration at the municipal level.
Ma Junsheng, director of the State Post Bureau, said in his report to the NPC Standing Committee that the current system cannot meet the industry's demands, adding that a lack of municipal-level supervision has become increasingly visible.
The State Council issued an order in January calling for 27 provinces and autonomous regions, with the exception of Hainan province, to establish municipal postal administrations.
The draft amendment states that postal administrations under the provincial level are responsible for the supervision and administration of postal services and markets within their jurisdictions, giving legal authorization for municipal administration.
The draft states that postal administrations at the State Council level are responsible for supervising services and markets across the entire country, while those at the provincial level responsible for those within their jurisdictions.
