BEIJING, Sept. 25 (Xinhua) -- Chinese Vice Foreign Minister Zhang Zhijun started a consultation Tuesday morning with Japanese Deputy Foreign Minister Chikao Kawai on bilateral relations, especially on the issue concerning the Diaoyu Islands.
