Tanzania to go digital on land management systems to avoid corruption

DAR ES SALAAM, Nov. 24 (Xinhua) -- Plans are afoot to introduce digital land tenure and transactions in Tanzania with an aim of getting rid of corruption, which causes double allocations and numerous land conflicts, a senior official said on Friday.

Dorothy Mwanyika, the Permanent Secretary in the Ministry of Lands Housing and Human Settlements Development, said the government with World Bank funding has hired IGN FI Company from France to undertake an integrated land management system (ILMIS) which digitizes all land related issues.

"Through this ILMIS, we hope to improve efficiency in issuing title deeds and certificates of occupancy while increasing government revenue," Mwanyika said.

Mwanyika said the city of Dar es Salaam will start implementing the digitized system next financial year. If it succeeds, it will then be rolled out countrywide.

"The ministry is determined to make sure that land tenure system in the country is streamlined and efficient with no room for manipulation by dishonest civil servants," she said.

"This new system will ensure that people pay royalty and property taxes as required," she said.

In July 2016, the government picked a consortium led by IGN FI to design, install and operate the ILMIS.

Funded by the World Bank, the project will help ease the management of the country's lands while facilitating access to information for populations.
