UN envoy for Libya reports progress in political transition

UNITED NATIONS, Nov. 16 (Xinhua) -- The political process for a post-conflict transition in Libya has made headway over the past two months and the two competing parliaments may reach consensus soon for a political future, said a UN envoy in the country on Thursday.

"The relaunch of the political process has created a new momentum," Ghassan Salame, the UN secretary-general's special representative for Libya and head of the UN Support Mission in Libya, told the Security Council in a briefing.

Two sessions have been convened with the participation of members from both the House of Representatives and of the High Council of State -- the competing parliaments in the North African country -- to agree on a set of amendments to a 2015 peace agreement. "Since the two meetings, the two bodies have been in constant contact. Though much progress was made, a few remaining points are still to be agreed. I am quite confident we are close to a consensus," Salame told the council.

He welcomed the mutual recognition of the two assemblies and their acknowledgment of the 2015 peace agreement as the sole available framework to end the crisis in Libya.

Libya has been in unrest since the downfall and killing of Muammar Gaddafi in 2011. Since 2014 the country has been ruled separately by rival governments and parliaments based in the east and west.
