PARIS, Oct. 18 (Xinhua) -- French President Emmanuel Macron promised on Wednesday to implement a national plan to prevent and combat radicalization by year-end as high security risks remain high.
Scheduled for December, the government's action plan aims to carry out "a responsible prevention policy" to better prevent and fight potential radicalized behaviors.
With the due anti-radicalization plan, the French head of state wants "to prevent threats and set up organizations to identify the most risky behaviors," via "an ambitious agenda" to tackle poverty, poor education and desintegration of family structure, which he described as a ground breeding radicalization.
Speaking to a gathering of security officers, Macron warned that "in a world of high uncertainty, the menace's nature has deeply changed" as terror threat, he said, "has more and more been linked with other forms of delinquency."
"The first mission of the State is to protect our fellow citizens and ensure the security of the territory...We have to adapt our organization, our action," he said.
In this context, Macron recalled that terrorism law was adopted "by large majority" to give more power to police to better combat terrorism "without abandoning our values and principles."
The anti-terror legislation is "stronger and much more focused on the nature of the threat," he said, adding the law will take into effect on Nov. 1 when the state of emergency expires.
He also unveiled that emergency security measures helped to foil 13 terror assaults since the beginning of 2017.
In his address to security force members, Macron noted at the European scale, the action to fight security risks "is today too slow to provide an adapted response to the threat."
He invited his European partners in April 2018 to discuss how to fight financing of terrorism and forge common and efficient anti-terror plan.
