MADRID, Oct. 16 (Xinhua) -- Spain's Deputy Prime Minister Soraya Saenz de Santamaria said Monday that the president of the regional government of Catalonia is creating confusion.

The Spanish government said Carles Puigdemont did not clarify whether he declared independence of the region or not.

"It was not very difficult to say yes or no," Saenz de Santamaria said, adding that they were asking him to be clear on a very important issue.

"Extending a situation of uncertainty and deliberate confusion only favors those who want to undermine harmony and impose an extremist project," she stated.

Saenz de Santamaria said that Puigdemont has to reply next Thursday to Spain's Prime Minister Mariano Rajoy's new letter when Puigdemont is expected to clarify the situation again,

"Nobody denies a dialogue, but it has to be under the law and has to be clear and in the congress of deputies, where all citizens are represented," she said.

In a letter to Rajoy on Monday, the Catalan leader explained that his decision to "suspend" the results of the Oct. 1 independence referendum, which was declared illegal by the Spanish Constitutional Court, shows a "firm willingness to find a solution and not confrontation."
