Interview: Belarus creates good conditions for IT development

MINSK, Aug. 10 (Xinhua) -- Belarus has created good conditions for the development of information technology (IT) at the state level, said Alexander Martinkevich, deputy director of marketing and development of the High-Tech Park (HTP) of Belarus.

The success of the industry development depends on the fundamental factors such as the high level of education, the support measures of the state and the availability of the best talent in the industry, Martinkevich in a recent interview with Xinhua.

The Park has created a unique and special legal system for the effective operation of IT companies in the park, he said.

"In our country, there have been identified promising directions for development, including information technology. To support the IT industry, our country had made timely decisions to build the High-Tech Park," Martinkevich said.

Belarus issued a special law in 2005 to establish the HTP, which is also known as Belarus's silicon valley, to support software industry.

Since its first resident companies were registered in 2006, the government-backed park now has hosted 181 companies, which employs about 30,000 IT engineers.Currently, about 60 percent of them are foreign companies.

The HTP provides special business environment for IT business with unprecedented incentives, according to the park's administration.

"We have two development strategies. We have very carefully analyzed the experiences of Ireland and Israel, which have taken the path of developing production mode," Martinkevich said.

"There are no restrictions, and any foreign company can be registered in Belarus, having 100 percent of foreign capital in the registered funds," Martinkevich said.

Martinkevich has seen great potential in cooperation with Chinese companies as IT industry is booming in China.

He also stressed the importance of the China-Belarus industrial park Great Stone, which is under construction in Smolevichi district of Minsk region, saying good conditions are created for companies in the industrial park.

In May, Belarusian President Alexander Lukashenko issued a decree to expand benefits for resident companies of the industrial park.

"China is our strategic partner. We are in favor of the comprehensive development of our relations with China," he said.
