SINGAPORE, June 4 (Xinhua) -- With the surge of terror attacks worldwide and tensions high in Korean Peninsula, cooperation has become a consensus for the participants to the 16th Shangri-La Dialogue, who gathered here to address the security concerns in Asia Pacific.

In many ways, the Asia-Pacific now is in a paradoxical position.

The overall regional security situation is stable and the outlook is constructive with no major wars being fought here. However, traditional security issues are becoming more complex while new transnational crises arise, threatening the region's tranquility.

Global economic gravity is shifting eastwards, but the economies within the region are featured with imbalanced development, and some countries turn vulnerable when confronted with emergencies. As regional cooperation mechanisms mushroom, there is however a woeful lack of strategic mutual trust, and a unified and effective regional security architecture remains out of sight.

Such challenging environment affecting Asia-Pacific regional security begs answer to the question as what should be the way forward?

For long term peace and stability in the region, China has offered its own solution.

China has come up with the concept of common, comprehensive, cooperative and sustainable security and is following a path of security featuring wide consultation, joint contribution and shared benefits in the region.

"These have provided brand-new thoughts on solving the security dilemma in international relations, creating a new pattern for Asia-Pacific security cooperation, and maintaining lasting peace in the Asia-Pacific region," said Lt. Gen. He Lei, vice president of the Academy of Military Science of the Chinese People's Liberation Army, also head of the Chinese delegation to the dialogue.

As for the four key words of China's security concept, "common" means respecting and ensuring the security of each and every country; "comprehensive" refers to adopting a holistic approach to safeguarding security in both traditional and non-traditional fields, eyeing on both current issues and underlying threats; "cooperative" highlights dialogue and consultation and "sustainable" means the concept of focusing on both development and security, he said.

More than a concept provider, China has taken active actions to maintain, build and contribute to international and regional peace.

He said China has strived to develop and improve friendly and cooperative relations with other countries in the Asia-Pacific, with China-U.S. relations forging ahead positively and steadily, China-Russia comprehensive strategic partnership of coordination progressing at a high level and China-India strategic cooperative partnership deepening.

"On the South China Sea issue, China put forward and promotes a 'dual-track approach,' namely peacefully resolving disputes through negotiations and consultations by countries directly concerned and jointly upholding peace and stability in this region by China and ASEAN countries," said the senior Chinese military official.

"On the nuclear issue on the Korean Peninsula, China has proposed a 'suspension-for-suspension' initiative, namely the suspension of Democratic People's Republic of Korea's nuclear and missile tests and the suspension of large-scale joint military exercises between the United States and South Korea, as well as a 'dual-track' mechanism, which is aimed to advance and achieve the two tracks of denuclearization and building a peace mechanism on the Korean Peninsula," he said.

In addition, Asia-Pacific's economic interdependence and liberalization have become a regional engine for growth and are strong incentives to avoid conflict, especially with the China-proposed Belt and Road Initiative, which aims to build trade and infrastructure networks connecting Asia with Europe and Africa along the ancient Silk Road routes.

Promoting peace, pursuing stability and seeking development are the strategic goal and common aspiration of most countries in the region.

The new concept brought up by China on Asia-Pacific security cooperation is helpful to the building of a regional security framework which is oriented to the future, accords with regional realities and meets all parties' needs, said He.
