LONDON, March 28 (Xinhua) -- Scotland has made one step further towards a second referendum on independence after winning the permission from the Scottish Parliament on Tuesday.

Members of the Scottish Parliament voted by 69 to 59 in favor of seeking permission for a referendum before Britain leaves the European Union.

Nicola Sturgeon, the First Minister of Scotland, said the move is needed to allow Scotland to decide what path to follow in the wake of the Brexit vote.

But the British government has already said it will block a referendum until the Brexit process has completed.
