Uber urged to follow rules in Vietnam: transport minister

HANOI, March 24 (Xinhua) -- Vietnam's management towards the ride-hailing app Uber aims to ensure that Uber's operations in Vietnam will comply with regulations, according to Vietnamese Minister of Transport (MoT) Truong Quang Nghia.

Nghia was quoted by Vietnam's state-run news agency VNA as saying on Friday that, "The management does not aim to cause difficulties for Uber vehicles."

According to Tran Bao Ngoc, director of the MoT's Transportation Department, under the current regulations, Uber can only allow vehicles with transportation business licenses or taxis to connect and provide services on its platform.

However, a number of Uber cars have been found operating without licenses, said Ngoc, adding that his ministry has asked for tighter supervision to prevent violations.

Uber is also urged to complete the project on applying technology in managing and connecting transportation service vehicles and submit it to the ministry. The project must clarify responsibilities of Uber and transportation service provider in case there are complaints from passengers while providing an appropriate form of e-billing, said Ngoc.

Currently, the MoT has received about 20 applications from ride-hailing apps similar to Uber and Grab, which aim to connect drivers and passengers with more convenience.

However, only Grab has been approved to pilot the ride hailing app-based service for two years, from Jan. 2016 to Jan. 2018, in Vietnam's five localities.

The difference between Grab and Uber is that Grab uses cars and motorbikes with registered plate numbers, while Uber uses free cars and motorbikes to join the app-based transportation system, said the MoT.
