First bullying ombudsman hired in Oslo: report

OSLO, March 21 (Xinhua) -- Norway's capital city Oslo became the country's first municipality that has hired a bullying ombudsman and Kjerstin Owren will start in this position on June 1, newspaper Aftenposten reported on Tuesday.

As ombudsman, Owren shall contribute to ensuring good psychosocial environment for students and children and try to prevent bullying in kindergartens, primary and secondary schools in the Norwegian capital.

"I will first of all be children's and student's representative in Oslo. I will be available for counselling and follow-up of difficult bullying cases for those that are in need," Owren said.

"First thing I will do is to be easily available to the students and parents. I will also start a cooperation with other bullying ombudsmen in Norway and the Children and Youth Council," she said.

Owren, who will have responsibility for almost 80,000 students, said Norwegian schools now have the obligation to take care of bullying cases and all schools in Oslo have drawn up new action plans against bullying that they shall follow-up.

"The challenge can be that some of the schools are not so good to follow this. Then the bullying ombudsman shall step in and guide the school," Owren said.

"I will also establish cooperative groups with other school managers and the educational and psychological service that shall help schools that are struggling with creating a good study environment. In such cases I will have a coordinating role," she said.

Mayor of Oslo Marianne Borgen, who made Owren's employment public, said the new ombudsman "is a very competent person that has the necessary experiences and qualities."
