TIRANA, Jan. 16 (Xinhua) -- The Albanian opposition parties signed Monday a memorandum, in which they set five key conditions for the holding of June 18 general elections, local media reported.

The Albanian opposition, led by the head of Democratic Party (DP) Lulzim Basha, came up with one stand on the issue.

The the first of the five conditions listed in the memorandum is electronic voting, electronic ballot count and a biometric identification of voters, with a new system throughout the country.

They highlighted that the electronic voting and counting were the key condition for holding free and fair elections.

Other conditions also include a thorough implementation of the decriminalization law, lower campaign cost, stopping human resources of the public administration from being used for campaign and a quick access to the media, according to a DP press release.

The memorandum is also expected to be signed by other parties, which are not part of the opposition coalition, the DP said in the press release.

Responding to the requests made by the opposition, the head of the ruling Socialist Party parliamentary group Gramoz Ruci asked the opposition parties to address international institutions for this matter.
