LIMA, Nov. 21 (Xinhua) -- Chinese President Xi Jinping delivered an address Monday at the Peruvian Congress during his first state visit to the country after attending the Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting in Lima.
