Senior Chinese legislators propose draft explanation to HKSAR Basic Law for review

BEIJING, Nov. 4 (Xinhua) -- Senior Chinese legislators on Friday heard a report on a draft explanation of Article 104 of the Basic Law of the Hong Kong Special Administrative Region (HKSAR) for lawmakers' review, said a statement from China's top legislature, the National People's Congress (NPC).

Li Fei, deputy secretary general of the NPC Standing Committee, delivered the report at the NPC Standing Committee chairpersons' meeting chaired by top legislator Zhang Dejiang.

The chairpersons' meeting suggested the draft explanation be tabled for review by Chinese lawmakers at their bi-monthly session which runs till Nov. 7.

Article 104 of the Basic Law of the Hong Kong Special Administrative Region stipulates that "when assuming office, the Chief Executive, principal officials, members of the Executive Council and of the Legislative Council, judges of the courts at all levels and other members of the judiciary in the Hong Kong Special Administrative Region must, in accordance with law, swear to uphold the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and swear allegiance to the Hong Kong Special Administrative Region of the People's Republic of China."
